replaced all [D] tag with the unc.dl.sourceforge with the umn mirror
since the unc is down (dead?) for weeks ...

renamed ROCKCFG_STRIP to ROCKCFG_OPT to support non-stripped and
non-optimized binaries for debugging. also removed some -O and -strip
hardcodings in package .conf files ..._
