texi2html: changed build priority (200.000 -> 131.900) so it will be build before tetex (see note)

Note:

tetex comes with a a built-in texi2html which can be disabled via configure
option '--without-texi2html', so we build texi2html before tetex if both
packages are enabled and disable to build texi2html in tetex.
