Graphite loop optimizations.
Even when using the cloog-isl backend we still need ppl for building gcc!

Filtering out development files from the flist seems to be very harmful,
especially when it comes to .la files, because the mechanism for removing
.la files in stage 0 and 1 depend on the flist.
